symbol_score = 0.4 * inbound_refs + 0.3 * outbound_calls + 0.3 * body_len_normalized
The codebase score is the mean of symbol scores, weighted by inbound ref count (high-traffic symbols dominate). Higher = more complex = pack more useful.
