rk devshell status | add | clean | sync: the consumer half of the
release-kit flake.
The producer half already ships: the flake at every tag, and the
landed package expression. This handler serves a consumer that pins
that flake as a devshell input. status is the offline reporter and
fetches nothing; add serves the fragments and seeds the pair where a
target has neither file, never editing a file the target owns;
clean removes what a predecessor mechanism left and names the rest,
so the wiring is a replacement and never an addition; sync moves
the pin to the latest release inside a fenced transaction, both files
or neither. Every report goes through the output boundary with a
versioned schema.
