Struct LabelId 

pub struct LabelId(pub u32);

Densely-numbered identifier for a label string within a LabelRegistry.

Cheap to copy/hash/compare. Persisted as a 4-byte little-endian value in the v2 graph page format (replaces the v1 u8 enum discriminant).
