The supervisor’s decision for one scan: the safe promotions to run and the failing ranges with no safe target. A cluster with all owners healthy yields an empty plan (is_empty) — the healthy no-op.

Safe, ready-to-run promotions, in (collection, range_id) order.

blocked: Vec<BlockedFailover>

Failing ranges that have no safe candidate.
