Build a memory summary string for injection into the system prompt. Returns the top N most recent notes as an index-style listing, or empty string if no notes exist.

The output format mimics fake-cc’s MEMORY.md index style: - [ID](recall) — one-line hook This keeps the summary compact and token-efficient while guiding the agent to use recall for full content when needed.
