Spawn a best-effort background task that silently refreshes the cache if
it is stale. Errors are logged at debug level and never surface to the
caller. Returns immediately; the refresh happens concurrently. No-op if
the cache is fresh.
Only spawned by long-running command paths in the CLI, and only when
RECURSIVE_PROVIDERS_AUTO_REFRESH=1 is set — one-shot commands must not
make surprise network requests.
