Return the system prompt that enables a coordinator agent to autonomously design a specialist team and orchestrate their work.

The coordinator workflow:

1. Analyse the task and decide which specialists are needed
2. Call the agent tool with a manifest describing each specialist (system_prompt + allowed_tools, or a definition referencing a built-in role from .recursive/agents/*.md)
3. Dispatch via the tool’s mode: single, parallel, or sequential
4. Synthesise and return the combined results

This prompt is injected in addition to any project-level context. It only teaches tools that are actually registered on the coordinator’s tool registry by register_subagent_if_enabled.
