Runs recall-server reset-passkeys: removes every passkey and admin
session from the database at RECALL_DB_PATH, and prints a new
bootstrap code, which with RECALL_TOKEN registers a first passkey
again.
A command rather than a route on purpose: the one way back in after the
last passkey is lost must not be something RECALL_TOKEN can do over the
network, or a leaked token could replace the owner’s passkeys. It is
held to what a change made by admin is held to: it runs as the
database’s owner, and waits out a server mid-write rather than failing.
Exits 0 when done, 1 when refused or failed.
