Default remote base path for project transfers.

Rooted under /data/tmp (the fleet-standard managed ephemeral-build zone) rather than /tmp: on the Linux workers /tmp is a RAM-backed tmpfs, so dispatched build artifacts placed there consume RAM and evade the disk-GC (sbh / datatmp-janitor) that watches /data/tmp. Keeping the remote base in the managed zone lets those reapers reclaim orphaned build trees. Must agree with the rchd cache-cleanup and reclaim remote_base defaults.
