Classify a shell command.

Implements the 5-tier classification system for maximum precision with minimal latency on non-compilation commands.

Pure && chains with a compilation command as the final segment are accepted and rewritten to wrap only that final command. Other multi-command strings are rejected by Tier 1 structure analysis to prevent unsafe partial interception.
