Identifies a pending user choice.

Currently an alias of ToolCallId: a choice is keyed by the tool call that requested it (RapUserChoice.id is copied from the invocation). Tracked as a candidate for becoming a distinct kind in https://github.com/hydro-project/infinity/issues/109.
