Expand description

Resolve the current on-disk mtime of a host’s Vault SSH certificate.

Used by the CertCheckResult handler so every cache entry carries a mtime alongside its status, enabling mtime-based lazy invalidation when an external actor (CLI, another purple instance) rewrites the cert.
