Read the ma57_* options off options under prefix, for handing to default_backend_factory / default_backend_factory_with_sink.

prefix is "" for the main IPM and "resto." for the restoration sub-IPM, mirroring upstream’s Ma57TSolverInterface::InitializeImpl(options, prefix). The restoration sub-IPM builds its own backend through its own InnerBackendFactoryFactory (see pounce_restoration::resto_inner_solver), so the two really are separately configurable — before gh#825 neither was.

Without the ma57 cargo feature this returns an empty config and does not touch options; nothing downstream can consume MA57 settings in that build.
