Every scope an API key may be given.
resource:read and resource:write, where write implies read, plus * for
everything. A key’s scopes are checked against this list when it is
created: a misspelt scope would otherwise be stored, grant nothing, and look
to whoever reads the key’s metadata as though it granted something.
