Lowering a tile statement to a program (SRD 114 §6).
Each hole becomes a binding of its expression in the enclosing
scope (or the wire itself); the render node carries the hole’s
encoding spec (the tile’s encoding, the hole’s position, its
declared type, its format, and its raw flag) and encodes the value
at the hole. Static runs fold into single instructions. Projection
bodies lower the same way in a child program; the render node
compiles that body once at setup and re-runs it per tuple. The tile
itself becomes a tile_render call over the hole wires and any
wires a body imports.
