Expand description

Construct a workload-root ScopeKernel<RootMarker> from a pre-compiled PolydatKernel: the door into the typed scope path, where a host spawns children it keeps and releases by name rather than dropping a kernel on the floor.

PolydatKernel::build_subscope no longer calls this. It used to, to stand up a transient typed parent for the builder to validate against, which is what kept the only constructor of a root scope crate-private; the builder takes a ParentView now, so this is the host’s constructor and nothing else’s.
