plato-relay-tidepool — TidePoolLayer adapter for plato-relay

Bridges plato-relay’s trust-weighted BFS routing to the Ship Interconnection Protocol’s TidePoolLayer trait. Messages are enqueued, routed through trust weighting, and dequeued for delivery.
