Decodes a JPEG byte stream into pixels.
Returns Error::Unsupported for arithmetic-coded, lossless,
differential, hierarchical, 12-bit-precision or CMYK/YCCK files — the
message names the coding process — and Error::Truncated /
Error::BadValue for malformed structure. This function never
panics on untrusted input.
