The default raster mode everywhere: engine RenderOptions, facade
ToImagesOptions/RenderPageOptions, and the CLI when --raster is
absent all resolve through RasterQuality::default, which returns this.
Do not change here casually: flipping to RasterQuality::Speed is the
one-line follow-up gated on the T5 measurement (SSIM ≥ 0.999 vs current
output on every page).
