Resolve the runtime library: explicit path, then ORT_DYLIB_PATH, then
<model dir>/onnxruntime-<version>/<platform library>, where the model
dir is PDFLUENT_MODEL_DIR or the per-user default.
Public for the same reason as resolve_model_file: the installer and
the loader must agree on <dir>/onnxruntime-<version>/<platform library>,
under PDFLUENT_MODEL_DIR as much as under the default – otherwise an
install into a redirected root would leave a library the loader never
finds. The explicit model_dir is deliberately NOT read here: it is a
per-call model override, and letting it move the process-wide runtime
would break extract --model-dir <weights> wherever the library sits at
its installed default.
