Validate persisted settings against a manifest schema.
Absent keys are filled from the schema defaults; keys the schema no longer
declares are dropped (a plugin update must not strand a user’s config);
values of the wrong type or outside min/max are errors the caller
surfaces instead of spawning with garbage.
