Create a new problem datastructure. Reserves space for the given number of rows, columns, and nonzeros to prevent unnecessary reallocation during problem creation. The given value of infinity is used to determine the finiteness of bounds and rowsides. The name pointer and the space hints are optional and can be NULL/0.
