Reed–Solomon encode a subfield message over the additive NTT domain.

The message holds the low-index novel-basis coefficients of each column. The codeword is their evaluation on the subspace log_inv_rate dimensions above.

Zero lies in the subfield, so the padding that extends the domain is paid narrow too.

Panics under the same conditions as the plain transform. Panics if the codeword length overflows the address space.
