Module encoding 

Wrappers that decode byte data into strings.

The Decoder plays the same role as the decoder in quick-xml 0.41: without the encoding feature it is always a UTF-8 decoder; with the encoding feature it carries the document encoding inferred from the XML declaration and is backed by the Pure-Rust oxixml-encoding crate instead of encoding_rs.
