Sync tick — periodic operations that run less frequently than the core tick.
The sync tick runs every ~45 seconds and handles:
- Worktree cleanup for done tasks
- Merged-PR detection
- @mention scanning and internal task creation
- PR review processing and follow-up dispatch
- Stale InReview detection
- Owner /slash command scanning
- Skill repository syncing
