Set a short agent-level cooldown (in seconds).
Used by silence detection to temporarily block the whole agent so the
router picks a different one on re-route. Unlike record_agent_failure
(exponential backoff), this uses a short duration (typically 120s) —
just enough to force one re-route cycle to a different agent.
