Register a config file for change watching. get / get_list watch the files they read, but a
project’s .orch.yml is read directly by get_projects_with_paths, so the caller that knows the
project list registers it here. A missing path is skipped: notify cannot watch one, and a project
may be configured through the legacy .orchestrator.yml name or the global gh.repo fallback,
which has no project directory at all
