Expand description

Get a config value as a list of strings by dot-separated key.

Supports both YAML sequences and comma-separated strings:

workflow:
  allowed_tools:
    - Edit
    - Write
    - git

or:

workflow:
  allowed_tools: "Edit,Write,git"

Returns empty vec if key not found.
