Function decide_host 

pub fn decide_host(policy: &CompiledPolicy<'_>, host: &str) -> Decision

Decide whether host, normalised as Request::host reports it, may be reached. Only an allow lets the connection proceed. The port is not looked at here: host_port decides both.
