Handler for the unofficial POST /v1/arrow bulk endpoint.
Evaluates every state against the shared question map and returns one Arrow IPC stream. Errors are all-or-nothing: any per-state failure fails the whole request with the standard JSON error envelope, before any Arrow bytes are written.
