Bind the owner tree’s socket in the runtime directory.
The runtime directory is created and owner-verified, a stale name at the
bound path is dropped, and nothing else is written: the registration naming
this socket is the serving side’s to publish, because only the serving side
knows whether the tree is an admin root or a role workspace
(write_registration, SocketEndpoint::publish).
