The fastest steady spacing of content-creating mutations that cannot exceed CONTENT_CREATION_PER_MINUTE, in milliseconds: 60000/80 is 750.

It is no longer the default. This source paces by GitHub’s windows instead, so a copy’s few dozen writes go out as fast as GitHub answers them while the minute has room, rather than 750 ms apart — which was most of a plan copy’s wall time. An installation that wants mutations spaced as well says so through pacing.min_mutation_interval_ms, and this is the value that holds a long sustained burst under the per-minute bound by spacing alone.
