Fetches a set of references that may be issues or pull requests.
Tolerates a per-reference “not found” (None) rather than failing the
whole call, including a reference into a repository GitHub reports as
NOT_FOUND — used by route and verify-decision to resolve citations.
Any other error (e.g. an SSO-gated org’s FORBIDDEN) still fails it. Returns one entry per refs, in the same order.
Blocking — callers must be on a blocking thread.
