Module rt 

The runtime pieces a no_std plug-in DLL needs in order to link at all.

nsis_plugin! wires all of this up; you rarely name anything here directly. Everything is Windows-only, so a plug-in crate still cargo checks and cargo tests on macOS and Linux.
