Read up to max bytes from stdin. An empty payload means end of stream.

A short read is not EOF: a terminal or pipe returns what is available. The Nova-level contract is stated in std/io’s Read::read.

No pointer argument, so no dereference precondition; marked unsafe extern "C" for uniformity with this crate’s other JIT-registered symbols.
