Create a string value from raw bytes (used for string literals).

The header is a 16-byte leaf: its ptr targets static literal data, which the collector never frees, so tracing it could never reach a GC object. That depends on this function’s safety contract.

Safety

ptr must point to len bytes of valid UTF-8 that outlive the program (string literal data emitted by codegen), never into the GC heap.
