Type-check a file, printing diagnostics. Outcome::Ok(()) means the
program is well-formed and would compile.
This also runs monomorphization (MIR lowering), since some checks —
notably trait-bound satisfaction — are performed there per
12-TYPESYSTEM.md §5.4. Without it nova check would call a program
“well-formed” that nova run / nova build then reject.
