Error code a call gets when it arrives after the app’s shutdown started.
From the moment the host calls the app’s shutdown entry, the
declare_node_app! wrappers refuse new handle_request,
handle_event and handle_capability calls with this code instead of
running them. The next init accepts calls again. See ADR-083.
