Compile Polydat source into a root scope kernel — a node of nmbrs’s scope tree with no parent.

The interpreter compiles the program scope synthesis reads; the running kernel is the fiber engine’s image of the same source and options when it can stand in for that program, and the interpreter kernel otherwise (ScopeKernel::root). Children are bound under it through the engine-neutral Kernel surface. Every root scope is compiled here, in one place, and resolves resources through the pool (crate::resource_pool::pool_resources) unless options names a scope of its own; every kernel bound beneath it joins that scope.
