Create an adapter from inventory registrations.

dryrun=cycle does NOT substitute the adapter here — it means “construct a fully-executable cycle path, then suppress only the outbound execute() at cycle time.” The real adapter is always created (connecting, preparing statements, gathering metadata); the outermost DryRunWrapper handles the runtime short-circuit.
