Validate response against the offer it claims to answer.

Every rule is a refusal, and the whole Vec<Submission> stands or falls together: this returns Accepted with every action resolved, or a Refusal and nothing at all.

Errors

A Refusal naming the first rule the response broke. No partial result is produced for a response that breaks any rule.
