The SQLite DataStore backend (Phase 21).
The first (and, until step 21.8’s DuckDB backend, only) implementation of
the DataStore seam. It reuses the family’s bundled rusqlite 0.31
(MSRV 1.75) and the same WAL-with-DELETE-fallback connection setup as the
conversation store (newt_core::store) so it behaves identically on NFS
homes. The data database is separate from the conversation store
(<workspace>/.newt-data/data.db), never entangled — see
docs/design/centaur-data-scientist.md.
