Read and parse the .ipynb at path, returning a CellInfo summary of
every cell (Phase 21.4 notebook_read).
A missing file, a file that is not valid JSON, or a JSON document whose
nbformat is not 4 is a clean DataError — never a panic. (A genuinely
empty cells array is a valid notebook and yields an empty Vec.)
