KNXnet/IP tunnelling gateway. Rust owns the frames, the tunnels (channels, sequence numbers, heartbeats), acknowledgements, confirmations and the routing of group telegrams between tunnels; the handler is every device on the bus, answering reads and reacting to writes.

- KNXnet/IP (tunnelling) and cEMI framing, KNX addresses, and the datapoint-type (DPT) codec, shared by the server and the client. A group value is never handed to the handler as bytes: it is decoded by its DPT when one is known, and offered under every plausible reading when not.
