Module actions 

IPSec/IKEv2 protocol actions implementation

Defines LLM-controllable actions for the IPSec/IKEv2 parse-and-log honeypot.

All actions here are classification/logging decisions. None of them put a byte on the wire, negotiate a Security Association, or create a tunnel - the honeypot is receive-only by design. See src/server/ipsec/mod.rs.

Status: Experimental (manual IKE header + payload-chain parsing)
