Function detect_icon_theme

Detect the icon theme name for the current platform without caching.

Unlike system_icon_theme(), this function queries the OS every time it is called and never caches the result. Use this when polling for icon theme changes (e.g., the user switches from Breeze to Breeze Dark in system settings).
