Shut the async runtime down: stop accepting work, cancel what is queued, wait for what is running, join the workers.
Equivalent to begin_shutdown followed by finish_shutdown, and
unchanged in ordering and semantics. It reports the shutdown it performed
even when another thread completes that shutdown, or restarts the runtime,
between the two halves.
