Poll the shared runtime’s CurrentThread queue from a host-dispatched turn.
Embedders normally call this from their CurrentThreadTaskDriver
implementation with the opaque CurrentThreadTaskDelivery::capability.
Returns a callback lease only when this exact delivery was claimed, admitted,
and driven. It returns None for stale/unregistered deliveries, before
backend creation, and on MultiThread. The host must retain the lease through
delivery acknowledgement/failure and callback payload destruction.
