Return the number of valid frames in the live WAL of the database at dir.
This is a count of one file, not a commit index: it does not include the
store’s history floor or its archives, so it is not the M of “as-of
commit N of M”. Open the store and call wal_total_commits for that.
Returns 0 if the WAL file does not exist.
