core_api::restore::restore_if_empty, in the CLI’s error type.

The implementation moved down into core-api in v0.6.10 so the Python binding could reach it without taking a dependency on this crate; the semantics, the messages and RestoreOutcome are unchanged. The engine carries the message inside core_api::GraphError::Io, whose own Display adds a prefix — unwrapped here, so serve prints what it always printed.
